Tracey Norberg

Tracey Norberg joined the Association in 1997. She leads legal and policy advocacy for the tire industry on a range of issues, including environmental science and policy, tire recycling, manufacturing, transportation, product safety, innovation, sustainability, global harmonization and trade. In addition, she oversees the USTMA tire shipment data program and the Association’s member engagement program. With more than 25 years in the association, Tracey has a deep understanding of the challenges and opportunities facing the tire industry in the U.S. and globally. She serves as the chief legal officer and corporate secretary of the organization, providing practical, solution-oriented legal guidance to all association programs, boards, committees and staff. Her legal counsel extends to regulatory, legislative and technical program areas, risk management, employee benefits, human resources, corporate governance, contracts and antitrust. Tracey currently leads the industry’s work to identify a suitable alternative to 6PPD in tires, including directing a consortium of 36 global tire manufacturers. Other notable achievements include protecting tire industry interests during the 2017 Section 232 steel tariff debate, spearheading tire industry’s contributions to a groundbreaking National Academy of Sciences study on tire efficiency, and successfully advocating for industry-supported tire efficiency provisions in the Energy Independence and Security Act of 2007 and the Fixing America’s Surface Transportation Act of 2015. Tracey is passionate about advancing the tire industry’s vision of a sustainable future and enhancing its reputation as a responsible and innovative sector. Earlier in her tenure, Tracey directed environment, health and safety issues for the Association. She led the Association and expanded its representation, expertise and staff in this key issue area. Prior to joining the Association, Tracey served on the regulatory affairs staff at the American Forest & Paper Association and interned at the U.S. Environmental Protection Agency Office of General Counsel. Tracey holds a Bachelor of Arts degree from Wellesley College in environmental science and political science and a Juris Doctor degree from Boston University School of Law. She is a member of the District of Columbia Bar. In her spare time, Tracey enjoys home improvement projects, spending time outdoors with her family, and serving on various volunteer boards in the community.
